2017世大運執行長、台北市副市長周麗芳今（23日）早表示，籌辦世大運時間很緊湊、分秒必爭，所以要儘快把場館確定下來，尤其開閉幕場地事關表演的規劃與排練、周邊交通動線與維安，所以才決定從大巨蛋改為台北田徑場。
周麗芳表示，世大運場館共有80處，大巨蛋只是其中之一，台北田徑場若作為開閉幕場地，最大優勢在於曾舉辦過聽障奧運，已有完善的交通動線與疏散經驗，硬體設施也不錯。此外，2萬席座位目前約有1萬席有雨遮，且開閉幕會選在傍晚或夜間，雖要承擔一些下雨的風險，但寬敞的空間對於開閉幕節目規劃將有更大彈性。
至於小巨蛋的用途，周麗芳表示，將作為選手、開閉幕表演者練習與休息的場地，也會放置轉播器材，等於與台北田徑場做整體使用。
